Digital Sea-Service Records: Verification at Scale

How cryptographically signed sea-service entries cut verification time from weeks to minutes, and what that means for manning agencies and principals.

This study draws on anonymized, verified records from the Seaker network to examine how digital sea-service verification changes hiring outcomes across the Philippine manning industry.

Method

We analyzed verified deployment and sea-service data across participating agencies and schools, comparing document-processing time, crewing lead time, and record-dispute rates before and after digital verification was adopted. All records were anonymized at source; aggregates are reported at the cohort level.

Findings

Verified digital records cut document-processing time dramatically while record disputes fell to a fraction of their paper-era rate. Crewing lead time improved most for junior officers, where document friction had been the dominant delay. The effect compounds: each verified contract makes the next one faster.

Implications

The results argue for treating verification as infrastructure rather than as a feature: a shared fact layer that every stakeholder — seafarer, agency, school, and regulator — can build on. The full methodology, cohort tables, and instrument appendix are in the downloadable PDF.
